deploy-all emits errant 'fatal' error message

deploy-all attempts a git clone of the rchain repository at startup, and if it fails does a git pull instead.
The attempt to clone produces the message fatal: destination path 'rchain' already exists and is not an empty directory., during this 'successful failure' which is confusing to the user.
