State that credit hours impact grading

Right now we take into account the number of credits a student is registered for during final grading by bumping up their letter grade by one letter per credit below 4. For example, a student taking RCOS for 3 credits that was going to get a B would get an A.

We should state in the Handbook that lower credit hours means slightly less work is expected.
