Document the Submitty project team

In the latest Coordinator meeting we agreed on having project leads create a Submitty team and inviting their entire project to it at starting with pitches. This gives us a source of truth for enrollments and project members that we can then pull into the database. This needs to be added to a checklist on the agenda page.
