Updating Student Resources

The Problem

The student resources section of the handbook has a long list of links but some of them are outdated or have a misleading name associated with the hyperlink. There are also descriptions for some links but not for others (this may be a design choice idk).

Examples of the outdated links:

Under Docker the link Kataconda it outdated
Under UX & Interaction Design the link for Usability.gov is outdated and has been moved to Digital.gov

Examples of misleading hyperlinks:

Data Science has the hyperlink named R but it leads to a guide on how to learn the language (current link) rather than a link to the R Programming Language Site (possible link)

Under Data Science the hyperlink Online Data Science Courses leads you to a freeCodeCamp article.

The Solution

Just going through all the links and updating them. Including some more open source technologies and giving more links to the popular ones. Also brief descriptions for each link.
