Revise laptop policy in Bylaws

Description of Issue:

Currently, our laptop policy allows speakers to ask students to close laptops. Over the course of the semester, it was determined that a hard laptop ban would force students with disabilities to "out" themselves in these situations.

Proposed Solution:

Change this to "speakers may ask the audience to close all laptops unless they are using them to actively follow along or take notes". This is similar to what Professor Goldschmidt enforces in his lectures, and there is a clear difference when students using laptops are using them for active learning and listening vs for web surfing/gaming.
