Package startup only accepts 2013 Microsoft Visual C++ runtime

Hi,
This page references 2012 as well as 2013 runtimes being valid. zzz.R only tests for the 2013 runtime though, can the package still be run via the 2012 runtime and if so can I find a Windows binary for that version?
