rclr 0.8.1: sh: nuget.exe: command not found

This was a curious one this; worth documenting.
I have c:\bin\nuget.exe and in my PATH env var. So, unexpected not to be found.

Somehow nuget would not be found because /bin has a special meaning in RTools, somewhat understanbly. You must have nuget.exe (or other exe) under another location...

Fixed with prepending another folder with nuget.exe to PATH env var.
