Bad Shimmering Fix: Negative LOD Bias Clamp

To avoid 5k resolution with downsampling destroying fps, we need the negative texture lod bias clamp option to work along side anisotropic filtering to fix the shimmering issue. dvxk has this option and it works. so this fix should include that to fix the most annoying graphical issue
