Controller vibration still not working

Using Xbox One controller for PC (with Wireless adapter), vibration is enabled in ini file but still does not work in-game (FFXIII). Full battery on the controller, vibration works in other games.
Anything I can do to make this work? :)

Did you enable hot-plugging by chance? That disables the rumble support.

Just returned to this after several years, and I experience this issue, albeit on a newer PC (11700k with 3080ti) I know it was working on the old one, because it was one of the reasons I installed this. Hot-plugging is disabled.
Any ideas on the possible fix?

I can also reproduce this, I have a 8bitdo sn30 pro 2.
