Create Version 1.0 of the Tech Radar

What change would you like to make to the tech radar?
I'd like to create version 1.0 of the Tech Radar and publish it within Redgate.
Doing so will follow the process below:
- Create a PR moving changing all items status to be
isNew = false - Tag the branch as January 2019 and create a Release
- Create a short link to tech radar pointing at this release
- Publish a blog post (and lift the Tech Moratorium).
