Update OSP to not require unique group names in "hosts" file

The OSP implementation currently requires unique group names in the inventory/hosts file. This isn't necessary, but it currently does this because of how the heat templates are written. This should be "fixed" to just use a "static" hosts file to avoid having to update the file for every environment the file is used in.
