Migrate TravisCI tests to Prow

Since we can't reliably use Travis to test some of the jenkins quickstarts, let's see if we can move off of Travis and use Prow. Many of the CI tests have already been moved to Prow but we want to make sure all tests are migrated before removing Travis CI.
