Push image to Quay independent of repo release

There's a need to be able to push images to Quay from a monorepo such as this one.
An example are the different /gitlab-runner/** directories but probably also the /jenkins-slaves/**.
This should be configurable from within each directory and image tags should be independent of repository releases.
