yq in jenkins-agent-argocd fails

Running the yq command in a newly build jenkins-agent-argocd pod fails with

/usr/local/bin/yq: line 1: Not: command not found

This is because /usr/local/bin/yq has not installed correctly and instead contains text from a failed curl.
