BUG: jenkins-agent-ruby build failure

Builds for jenkins-agent-ruby are currently failing due to https://access.redhat.com/solutions/6079011
Until the above issue has been fixed, this will also cause the CI test for all other jenkins-agents to fail.
We are waiting on the mentioned fix to the UBI8 repo metadata which should fix the build issue.

The upstream issue has been fixed and CI builds are now completing successfully.
