Is this project actively maintained? I see a lot of Renovate PRs from 2023 that were not merged, and multiple open issues without any response.

yes. its being maintained, but more of "as needed" given that it has been stable for some time
With the holidays coming up, it will afford more opportunities (bandwidth) to review the items that have piled up
