Create ansible tower role to support Tower Settings

The Ansible Tower roles should support changing tower settings - i.e.: https://<tower>/api/v2/settings ... starting with support for changing settings for jobs.
The role should be implemented using the APIs (not tower-cli) and follow the structure of other similar roles found in the above mentioned roles area.
