Allow self-merged MRs in Gitlab when reviewed by another person

Currently there are MRs in Gitlab which are not being counted when the MR submitter merges their own MR, even when that MR was reviewed by another person. It would be ideal if those MRs could also be counted as long as there is a reviewer who is not the submitter.
