License to kill old packaging documentation on RDO website

We recently merged into the website old packaging documentation but old redirection is still here.
It results that people are pointed to unmaintained documentation, generating confusion

1. we need to kill the old documentation builder
2. redirect www.rdoproject.org/packaging/ www.rdoproject.org/documentation/packaging/
3. optionally rewrite old urls to match new ones but not mandatory.

PS: since Duck has no github account, assigning @mscherer, but the former is free to fix it :>
