HTML anchors on pages?

Hi I was trying to link to a specific part of the redis.io website, specifically in http://redis.io/topics/cluster-tutorial I noticed that there aren't any anchors on the page. Is this something that can be implemented?

They're there, but you have to click on the first letter of the title to get the link :-/
