Check repeater functionality in Taxonomy and Users

If there are time-consuming issues, consider making a repeater not an option. It seems a terribly complicated thing for the taxonomy/user UIs.

The users extension shows the repeater but doesn't save. It's fixable. The taxonomy extension doesn't show the repeater due to a flaw in the add_visibility logic. It should be fixable but will require a rewrite of the logic.
