Change the display or hide adopted amendments that are not applied to the text

EDIT: is it possible ?

• Possible to detect that's there's two commissions
• AN-side, it's possible via the Open Data
• count should ignore them

Ideas:

• show the commission in the amendment sidebar

At least, we could separate them in the display by commission.
