quanteda wrapper

To make relatio useful to political scientists, we should make a wrapper in R.

There are two main options:

• re-implementation in R
• reticulate Python interface wrapper

It's basically managing two code bases for us vs. managing two runtime environments for the end-user.

Maybe we can also cooperate with the quanteda folks and bring relatio to the quanteda package.
