Copy Scale to next steps... & Rotation Step Image (Suggestion)

In the same way that a Rotation change can be spread across multiple steps from that point on, it would be useful to have the same option for when Scale is changed on a Step Image. This could also be an opportunity to introduce some consistency (re-organize) the Rotation Step Image and Scale Step Image, so that Scale Step can take advantage of having a sub-menu.
