CLI doesn't process file

I'm using moodle 2014111009.05 and datahub 2015010404

I'm trying to automate enrolment syncs. I have a script that generates the necessary CSV and then calls local/datahub/rlip_cron.php. This moves the enrollment file into a folder called "temp" and doesn't process it, but the script terminates with an exit code of 0.

Do you have any idea what's up?
