Clean up disabled Dependency Dashboard issues

What would you like Renovate to be able to do?
If Dependency Dashboard was previously enabled and an issue created, but now is disabled, then Renovate should automatically close the issue if it remains open.
If you have any ideas on how this should be implemented, please tell us here.
Hopefully we already have the list of issues we created and don't need to add an extra API call per-repo per-run, but I'm not sure of that.
