Allow specifying of a custom steps iteration for eased backoff policies

Need to allow specifying a custom number of steps to apply the easing on, rather than the whole timeline. This way the easing can be applied to the first 5 retries then level off at the max retry interval, rather than applying easing over the entire time period.
