Publish version numbers that don't conflict with old keepsake releases

The replicate package on PyPI used to be a different project with several releases. Let's come up with a plan for how we want to start releasing new versions of this package that won't conflict with the old immutable versions.

basically everything <0.4.0 is unusable -- that's the first version of keepsake
so when we want to ship something we're happy with, we start with 0.4.0 I suppose
