kotsadm deploys the first version of a replicated app before the config is saved

When deploying a new replicated app using the UI-based kotsadm workflow, we should not deploy the first version until after the initial config is saved, if there is a config screen.

This was resolved in #815 and is included in the 1.5.0-beta1 release.
