Package `btf-rs` in Fedora

Not expecting any difficulty here, for packaging the current version of btf-rs. It's worth noting there are multiple opened PRs adding new dependencies in btf-rs which could be a problem here. The good thing though is those new dependencies are all hidden behind features.

We started the official review process for btf-rs in Fedora. As such we don't need to track this here anymore.
