Tooltips for Study Browser remain when fast scrolling

Describe the bug
Tooltips are not closing as expected when navigating quickly through the study browser.

To Reproduce
Steps to reproduce the behavior:

  1. Go to V-LAT Randomized study
  2. Open Study Browser
  3. While hovering over elements, scroll up and down quickly. Eventually tooltips will stop closing automatically
