Setting a classic two floor working where some robes arm/disarm/enter one floor and some the other, but both can work the lobby.
It is not working. Fobs allowed to disarm one floor could not enter or disarm if the other floor was armed.
Needs checking, fixing if a bug, and documenting as an example.
