FATAL: Unable to initialise grv Permission denied

Hi guys,
On simple git repo, get this message and grv doesn't excecute.

FATAL: Unable to initialise grv: failed open - '~/path/to/file' is locked: Permission denied

I'm running it as the user who owns the files, everything looks normal, groups and permissions alike.
Running as sudo does the same thing.
