BUG: Can't get this to stop running on my machine when it starts

I hate these things. They're always in the way and always present options before I have any idea what I want to select. I always cancel them out and now I can't get it to stop running when I log in. How to eliminalte?

You can get it to stop running either by: Completing the setup wizard or removing it.
