Visit initial bus to focus on even when filtering excludes this bus

When specifying parameters focus and bus_filter, PyPSATopo should still visit the initial bus to focus on (and include it in the topographical representation) even if bus_filter contains a regular expression that excludes this bus. Currently, this is not the case.
