make the occurrence API (the one used to populate the table) public

It's been used by @sronveaux for his developments. Moving it to the "public API group" would make sure we pay attention to not break it in the future.
Hello @sronveaux, do still make use of this API? If so, I plan to make it officially public (in practice, that means I'll be careful to not change it without prior warning).

In fact, this API was very useful and I still use it sometimes but only for test purposes. It was first planned to be very important during the creation of projects inside the decision support tool. Then the workshops we had in December revealed that we had to invert some steps in our process of project creation. Because of this, the user must choose the species he will work with even before getting to a map. It means this information is not necessary anymore in a normal process...
Whether this will be reintegrated later or not is unknown but unfortunately it isn't used anymore for now...
If it is of interest to some others, why not make it public, otherwise, I think it won't be used except for testing purposes...
