The Documentation Uses Incorrect Name for tool

The online documentation at Read The Docs lists the tool name as "riscv_config" not "riscv-config", i.e. uses and underscore between the words instead of a hyphen.

While this is not a major error, it would be good to cleanup to avoid confusion.
