Update cats, release 0.5.0 for Scala 2.11

Hello
just as topic states, would you mind bumping cats to 1.x.x
As well, currently there is no 0.5.0 version available for 2.11 scala.
Would it be possible to release it?
I might help if you need any assistance.

If you would do a PR for one or both of these issues, that would be awesome. I would push a new release then.
