Limit scopes when publishing

In company, we want to limit our user by using same scope. Hope this be supported by configuration.

By the way, I wanna ask that how to use sinopia without caching public packages? In many cases, we only hope to hide our packages from the internet, but need not to use cache.

Just remove proxy prop from uplinks and it does not goes to internet anymore.

Btw this project is dead and you won’t get big support around here.
