Check required Flarum version while fetching last tag

Right now script always picks last release, even if it does not match required Flarum version. It wasn't problematic so far, but since upcoming Flarum 1.0.0 some extensions released versions compatible only with Flarum 1.0.0. As a result these translations were fetched and now available on Weblate, while they're detected internally as incompatible. Also extensions like https://packagist.org/packages/justoverclock/flarum-ext-keywords#0.1.0 are not detected by BR bot, even if they have release compatible with currently targeted beta 16.
We should probably leave it as is now and wait to Flarum 1.0.0 release, but this needs to be addressed before Flarum 1.x -> 2.x transition.
