Add Hebrew language

Added permissions to your user.
Hebrew is available on Weblate: https://weblate.rob006.net/languages/he/flarum/ . You should also have maintainer permissions.
I imported existing translations from https://github.com/icecore2/Flarum-hebrew/tree/master/locale, except those that were completely outdated (some of extensions were abandoned or migrated to different name) - you need to handle import manually and remove files from repository (they don't work anyway, since now file name must match extension ID). You might also want to take a look at https://github.com/rob006-software/flarum-lang-template and copy some solutions - a lot of changed since beta 7 and you need to adjust some things to make this language pack compatible with Flarum 1.x.
