Manage Specific Submodules

Currently all submodules are pulled from:
https://github.com/getpelican/pelican-themes
https://github.com/getpelican/pelican-plugins

This is the slowest part of the CI build by far. Instead manage the one theme used and specific plugins as a submodule.
