Hello! i need help with this issue, i'm newbie and dont understand, how to create .exe file for windows? Is it possible?

You can extract the executable from the zip archive provided in the latest archive. https://github.com/robiot/rustcat/releases/download/v2.0.0/rustcat_2.0.0_win64.zip
