Add documentation to public APIs and to tasks in `tasks.py`

Need to add documentation to our APIs, but also to tasks in our tasks.py. The latter needed also to allow projects using us to copy-paste them to their similar tasks.

SeleniumLibrary's tasks should be updated as part of this issue. See PR robotframework/SeleniumLibrary#895 and issue robotframework/SeleniumLibrary#634.

Tasks have docs. That ought to be enough at this point.
