Import Rocky to WSL instructions are unusably incomplete

The instructions at https://docs.rockylinux.org/guides/interoperability/import_rocky_to_wsl/ do not give enough information to allow Rocky to be installed in WSL.
After following the first line of the instructions, I have downloaded the Docker container of Rocky, and I have Docker installed on my Windows machine. No further instructions are given for how to get to the command line in the next step.

Actually, this was a serious misunderstanding on my part.
