It should be possible for an administrator to publish shelters, from this page: /admin/shelters (in the table, before the delete icon) and from the shelter detail page (e.g. /shelter/12), in the latter case the publish icon + text not visible to other users and the API protected to admin only.

Not sure the api function is already implemented
