Use OSM 'standard' ; for merging tags

Tags are currently merged using , but OSM normally joints values using ;: https://wiki.openstreetmap.org/wiki/Multiple_values

I overlooked this part of the documentation. It probably only breaks the tests, so let's modify this right away.
