Plugin not loading, and not created config file.

I installed properly this plugin, and it doesnt work. When im trying to load this plugin, i get this: Unable to load plugin. I restarted a server bunch of times and it doesnt work. Please help me

There should be more messages which will tell you why plugin is not loaded.
