Description

Develop functions to access budget changes including:

Specific budget changes: https://developers.procore.com/reference/rest/v1/budget-change?version=1.0#get-information-of-a-budget-change

Spent some time refactoring how the budget module works instead of tackling this issue directly. However, this setup will allow for easier integration and makes things look better.
