[CI] Upload new snaps on Snapcraft

We need to add an ability to release Tango's builds on Snapcraft to let Ubuntu users use the tool.

Basic integration with Snapcraft was done in PR #3

I was able to upload automatically releases on Snapcraft: https://snapcraft.io/tango
So this task seems to be done 🎉
